Paul Gillan's bio
Paul Gillan is Of Counsel at the Albany, New York office of Wilson Elser Moskowitz Edelman & Dicker, LLP, an international law firm with more than 800 attorneys worldwide. Mr. Gillan has focused his practice on health care law for nearly 20 years, and during that time has counseled clients on a wide range of issues in both the compliance and transactional environments. With the continuing integration of health care and technology, he has developed a particular emphasis on information technology and data issues in the health care industry, including the use of cloud-based and mobile technologies in the delivery and management of health care.
Mr. Gillan has experience in many areas of health care technology, including negotiating and drafting licensing of on-premises software, “X-as-a-service” cloud arrangements, IT outsourcing/offshoring and business process outsourcing arrangements. He has assisted large enterprises throughout the IT acquisition cycle from project inception through the request for proposal process, to vendor down-selection and negotiation, implementation and go-live. He is adept at helping clients successfully navigate the intersection of technology and the complex regulations governing health care operations. He also brings his data privacy and security experience to the fore in the negotiation process for health care business and IT transactions.
Prior to joining Wilson Elser, Mr. Gillan most recently served as legal counsel in the in-house legal department of a nationally ranked regional health plan located in New York’s Capital District. There, he handled complex contractual arrangements, including technology licensing and outsourcing relationships as well as innovative health care provider reimbursement arrangements. Mr. Gillan also counseled the health plan’s special investigations unit regarding anti-fraud and abuse activities and provider termination matters as well as HIPAA privacy and security compliance.
Mr. Gillan has a Bachelor of Arts degree from Princeton University, and a Juris Doctorate from the University of Baltimore School of Law. He is admitted to practice in New York, Maryland, and Vermont. He has served on the Executive Committee of the New York State Bar Association’s Health Law Section and was appointed to two presidential commissions to examine critical issues facing the bar.
